I extracted everything from the zip file to my bg2 soa folder and then started the set up it gets so far and stops at
<SETUP-SBS.EXE.DEBUG> Queried <pid = -1>
What do I do?

Does that file exist in your BG2 folder? It looks as if you installed that -SBS mod and then the DEBUG file went missing, might that be it?

Apologies for the late reply.
I'd suggest finding the author who created the -SBS mod. Failing that, you could just create blank file and rename it SETUP-SBS.EXE.DEBUG. Or you could copy an existing DEBUG file over that.

Apparently I had the file the whole time. I'm going to try getting rid of it completely cause I don't even know what it is.

You have to be of Non-Evil Alignment. Kiyone only shows up when your Reputation exceeds a certain level (12 I think)
