If you look carefully, you'll see that he's actually underneath the roof. You'll be able to walk over to him and talk to him. I always thought he spawned in the Government District, though, not the Docks District. Weird.

If you have Minsc in the party and take too long to go to the Gov't Dist, he'll spawn elsewhere.

Have you tried Ctrl+J ing to his spot and talking to him?

Omg! Maybe it's a bug on that area map, maybe they didn't mark that spot on the roof as unwalkable and he spawns via some CreateObjectOffScreen kinda script.

Meh, just go to Imnesvale on your own. You don't need to speak with Delon to take the quest.
