Actually, it seems I can load my saves just fine, I just can't make new PCs.

From this, I would say the starting area is corrupted, so could you --change-log the 'ar0602' -file, someone can try check what happened to it, and you can use the backup files to try to fix the problem, by moving one of them to the override folder once you have renamed it just as 'ar0602.are' (without the '' marks)and made a backup from the original file in the override folder.
