I play bard on a solo game. When the 25th level reached, no hla was proposed. I tried with other classes and they do have their hla. I tried uninstalling reinstallaing mods in different orders in case of conflict but the bug is still present.

Found the problem. Open override/luba2.2da (for example in notepad) and erase all empty lines (ditto for override/luma5.2da if you're having troubles with diviners). If that's too much work, I will probably upload a cumulative bugfix version this week.
