Thanks for your reply.
The HLA mod looks like cool, but it seems that one HLA can be selected multiple time, doesn't it? Though it may cause some balance issue, I'll use it soon. Should I install the mod after Refinements if I want to apply both of mods?

Install 'high level ABILITIES' AFTER Refinements. As per the (im)balance of choosing Dragon's Breath (or whatnot) multiple times, the best solution would be to police yourself; to alter High Level ABILITIES to disallow picking a given HLA more than once, you could open highlevelABILITIES/setup-highlevelABILITIES.tp2 (E.G. in Notepad) and remove line 41 (the one that says: SET_2DA_ENTRY_LATER cur_file i 6 99) before installing High Level ABILITIES.
