Am I correct in thinking that this code does not actually update minsc.bcs?

COPY_EXISTING ~Minsc.bcs~ ~override/Minsc.bcs~
           REPLACE_BCS_BLOCK ~TS/mess/noNeJ/o1Minsc.bcs~ ~TS/mess/noNeJ/n1Minsc.bcs~
           REPLACE_BCS_BLOCK ~TS/mess/noNeJ/o2Minsc.bcs~ ~TS/mess/noNeJ/n2Minsc.bcs~
           REPLACE_BCS_BLOCK ~TS/mess/noNeJ/o3Minsc.bcs~ ~TS/mess/noNeJ/n3Minsc.bcs~

It's from Setup-TS.tp2 from the 7.04 version.

The changelog after installation is this:

[WeiDU.exe] WeiDU version 23800

Well if the file doesn't contain the blocks that the insert has, then the file is not going to be updated.
