Most, if not all, of what you see here was taken from TheLys Morrowind mod site, one of the best mod sites out there. The following utilities ease and enhance the creation of mods, so if you`re into modding (or plan to start it) make sure you look through this list and get many of the recommended programs. Many descriptions are quoted as well, but don`t shoot!
Note: I have intentionally skipped direct linking to TheLys in most places because they have enough bandwidth issues anyway.

Morrowind Scripting for dummies v6 by GhanBuriGhan
The Scripting Bible, a very complete tutorial and reference including enhancements coming with both Tribunal and Bloodmoon. An absolute must for any modder.

A tutorial explaining the creation of quests. Recommended not only for the explanation of used procedures, but also because of various tips which you might find helpful even if you`re not making quests exclusively for Morrowind.

TESTool by ghostwheel
This is a helper utility which can perform following functions:
  • Remove unnecessary data from ESM/ESP files, significantly reducing number of conflicts between different mods;
  • Merge leveled lists for all active plugins, eliminating leveled list conflicts (this function was intended to replace Horatio`s Leveled List Merger);
  • Generate detailed conflict report for the given list of plugins;
  • Manage list of currently active plugins;

TESRename by ghostwheel
It can be used to rename icon, texture and mesh (NIF) files, update corresponding references in the NIF/ESM/ESP files, generate usage reports for resource files (icons, textures and meshes) and package updated resources files into the BSA archive.

BookGen by Argent
BookGen is a limited text editor designed specifically for creating Morrowind books. The books in Morrowind are written using a limited subset of HTML; with BookGen, you can write text, add images, as well as change alignment, fonts and colors all without knowing any HTML code.

BSA Browser by Argent
This utility allows you to browse, pack, unpack, and register Bethesda Softworks Archive (BSA) files (scary sounding extension) with a user friendly interface. This program was inspired by ghostwheel`s BSAPack (which the program uses to perform 3 of the 4 functions mentioned), and Splender of the Ashlands' BSA Reader, which are both command line utilities.
It requires Java Runtime Environment.

GMST Cleaner by Argent
The purpose of this application is to provide a quick and easy way to clean mods of the 'evil' GMST entries that get dumped into plug-in files. This will remove the 11 entries that Tribunal adds and the 61 added by Bloodmoon. This program will not remove other intentional GMST entries, only entries that are identical to the 'evil' ones.
It requires Java Runtime Environment.

Immersive Architect by Argent
The idea behind this tool is to utilize the Morrowind game engine as a world building tool. It allows towns/cities to be built in-game instead of using the construction set. Placeholder items are carried in inventory, and are dropped on the ground to place building meshes in the game world. When the town is built, save your game and use the Morrowind Immersive Architect utility to copy your newly built city into a plug-in file.
