There was a discussion about this on the Interplay board and the general consensus is that it's possible to do more-or-less BG2 style NPCs in IWD2 (even IWD1, actually), yes. The banter timer is reportedly present.

I think it's possible, although I do believe that it has trouble with the DialougeJ files.
