Rougly what level or how much experience should I have before I attempt the Shadows of Soubar and TDD?

You can't do SoS until after you come back from the Underdark. So you should be plenty high enough by then.
Most of the TDD quests can be done early on. Save Riativin until after the Underdark, and of course the major TDD quest doesn't start until after you've killed Irenicus.
