Chloe v1.2 is the latest version right? does the v1.2 patch apply for v1.2 or for users who still have v1.1 (for some odd reason)?

The 1.2 patch will update you whether you have 1.0 or 1.1. If you have any existing version already you only need the patch. If you do not, then downloading the full mod is your choice. Either way, you'd have 1.2.
