Unfortunately, BWL is the only place to get Ribald's Genie. All I can say is, have patience.

also does anyone one if using this with the mega install, does it have to be installed before BP or can it be installed afterwards?

I would assume afterward, since I'm sure the Genie mod will alter the existing copy of Ribald (his dialogue, etc.) in some way. You might want to do a search on the compatibility of Ribald's Genie, BP, and other mods in the Mega Install first.
