First thing I have to say - I've got no experience with animation.

Some time ago I was looking through a list of BG's bams and found that several bams didn't cover the whole creature, just part of it (wywern's wing, for example). Can those pieces of creatures to be used independently of them?
To clarify the matters - is it possible to create a dragon, but not a whole one? That it would haven't got a tail/wing/leg?

I don't think this is possible.
As I remember, the multiple-part animations are tied to specific slots and each slot is coded to use the relevant files.
To have part of a dragon, you'd have to run it as an extra animation (see Bestial Animations) or some such.

Probably :)
I actually think very little work has been done with multiple part animations, so if you find anything interesting be sure to keep everyone up to date.
