variables limit?

Is there a chronological limit on any globals that can be set in the game.
Say, my character, Fisherman Bob, had to possible endings for ToB and one of them depended on a variable that was set in say, chapter II, would the script still read it as such that much later on or would there be a cut off point?

The variables don't "roll off" with time, no.
The only danger there is that someone may start a TOB-only game so you have to be prepared for that contingency.
