Barbarian starting hit points are wrong

I have BGT 1.06 (updated) installed and difficulty set to normal, so I should be getting max HP rolls, but when I start a barbarian, he always has 10 base hit points (i.e. 14 with an 18 constitution). I've tried this over and over again and even at lowest possible difficulty, but this always happens. I have to edit the game in Shadowkeeper to set the base hit points to 12. Proper d12 hit dice are applied at level up, so it is only a problem with new characters at level 1.
Is this a known issue?
