To extend an IDS from a TP2, I'm guessing you would:
EXTEND_xxxx ~IDS File~ ~file to extend with~

I'm using:
EXTEND_BOTTOM ~SPELL.IDS~ ~NpcTweak/Valygar/l#cow.ids~

l#cow.ids contains:
2299 WIZARD_SUMMON_COW

WeiDU is telling me I have a syntaxx error in that file.

And how would I edit the summon cow spell so it's damage is only on one target, rather than Area Effect ??

Ok, I figured out the IDS; but, how would I go about changing the damage ??

Assumming the actual file name is spwi299.spl doesn't IEEP have option in Target slot: One Target.

You would have to edit the "Damage" property of the actual .spl file (in this case SPWI299.spl) to reflect the damage you desire.

Keep in mind that this is for NI, and I'm not sure if IEEP has the same properties.
