Finch doesn't appear in BiG World v5.5.1 beta, english.pdf oversight? or is there some reason why you cannot install Finch?

Bons does not want converted to the BGT format. 
(I tried to use the Tutu to BGT converter tool for a private conversion, but there still too many bugs for me to fix)

You can still use Finch with Tutu(EasyTutu); that's what I do, at least.
IWD NPC, Xan, The Sellswords, Back to Brynnlaw, Assassinations, Dungeon Crawl, Reunion, Branwen, Coran, Tiax, Xan BG1 Friendship
BG1 NPC, Romantic Encounters

de'Arnise Romance also does not make the list. Same issue?

I also think I have found four minor errors in the English pdf.
The first is that in section 10.4 you are supposed to install Ding0's quest pack for the first time, just for the general AI improvements, but in the example you install if for that and for the Improved Oasis II. Then in 20.5 you install the
Improved Oasis a second time. I think the first install in 10.4 is a mistake.
In 9.1 BG1NPC it says that component 26, make shar-teel unkillable until after she joins the party is only useful for for TuTu, and thus is skipped. Then In 10.5.7 SCS it says that 'Ensure Shar-Teel will not die in the original challenge' will be skipped
because you installed the component 26 in BG1NPC
20.9 Grimuars is incorrectly listed at 20.19
and finally in 21.7 Nathaniel -- there is a problem with Nathaniel and Refinements, which is being reported in German
...

'Execrated' isn't an English word, but the phrase has stuck in my mind. 'Execrated Lighthouse' -- sounds like a band's name.
How do you execrate a lighthouse? Have you execrated any lighthouses recently?
Just the phrase got me curious enough to want to play the mod, so if it was there for advertising purposes, on me it worked great.

But to my remembrance there was another Nalia romance mod in the BWP...de'Arnise Romance also does not make the list. Same issue?

There isn't....well there is Auren Aseph, who I believe does romance Nalia. However there is no PC-Nalia romance currently in BWP. I believe they intend to add de'Arnise Romance in the future, but they haven't gotten around testing the best place for it in the install order yet.But to my remembrance there was another Nalia romance mod in the BWP...
