Is it possible to detect these component installations and if installed update the descriptions of these weapons to 2-handed vs. 1-handed?

I don't think any part does. I just thought it would be a nice feature since it doesn't appear that the BG2_Tweaks components do it...Huh? Which part of refinements patches these weapons' description?

What is so broken in your mind to drive you to ask ME rather than asking in the TP forum? If you asked there, you'd have chances greater than zero that somebody coded up a tp2 diff.
