I defeated the demi lich in the docks and I travel in the Waukenn's promenade now, I was trying speaking with the moose but nothing happen and I did all the promenade and I didn't found the new shop, where is it?

So you talked to Averner (the moose) but he didn't say anything? What exactly happened? (and what did it say in the log?)
The Moose is the store, though he only exists for 7 days after you first end the Promenade...

So when I come in the promenade, a floating text said me that chaos spared the promenad and I gone on the moose in his cage (it is indeed about him) or I did a mistake?

Its not the moose in the cage (I thought this too to start with), its a new moose located in an otherwise empty part of the promenade at the top of the southern arena bit.
