I went to Gaelan Bayle and he asked me to look for someone that had disapeared and told me to look upstairs in his house for clues, I went upstairs and the person that was supposed to be missing stood there (some name that starts with an A).
Whats wrong? He is not missing...

If you're referring to Arledrian the shopkeeper, haven't you asked about this previously? Beyond the Law will cancel this quest, although the reference to it remains. If you've got BTL installed, that should be it.
