[Rastamage]

I just had the messenger give me the letter telling me to meet Dekaras in the docks.  I slept for 24 hours and then scoured the Docks.  I couldn't find Dekaras anywhere.  Could somebody please tell me where in the Docks I am supposed to meet him?

EDIT: I loaded a previous save to before I was contacted to meet Dekaras.  The problem appears to be that I was in the Docks district when the messenger arrived. The errand boy never spawned.  In my replay I was in the Slums when the messenger contacted Edwin.  Then when I went to the Docks the boy spawned as normal and I am once again proceeding with my game.
