Ive searched the tower and i only find the one vampire... i cant find the babysitter to save the baby. What am i overlooking?

Have you found the ulcaster-like dungeon? You can access it from the end of a corridor in one of the candlekeep-like maps (bottom of the map), if I remember correctly.
