DirectX Windower + ShiftWindow fails providing true full screen and Mo

(Yes, I've consulted all the topics).

I'm running on 1440x900 with my widescreen monitor on Win XP on my high-end ATI card. Like many others, I'm suffering from slow-down, so I must do one of the many DirectX disabling methods. I refuse to roll-back to an earlier driver (that's dumb and inconvenient) and I want NO glitchy cursor trail, so I've decided Windower + ShiftWindow is my best option. My issue with its software is I can't optimize it properly to conform to my monitor for a true full-screen experience. Even when I come close, I end up killing my ability to navigate the outside edges of my screen with the mouse (I refuse to exclusively use arrow keys!) I believe this is an issue with GhostDog's-PST-UI not smart enough to recognize where my game is taking place, so the cursor is prohibiting me from entering certain sections of the outside screen edges.

Typically, when running the game, I see the bar at the top:

Okay, so I adjust the top to -28 px, but now I have a new issue as I see my bottom desktop bar...

Okay, so now I attempt to hide my desktop bar. No surprise, now there's just a blank space. The game isn't smart enough to stretch...

^ All three of the above examples also have outside screen edge navigation issues. The screen looks fine visually, but attempts to scroll the edges of the camera with the mouse are a failure. The bottom of the screen is typically the biggest culprit, but so is the right-side. Makes sense, considering the software works from the top-left and extends from there, so the top-left screen will always be most compatible.

I've also experimented with customized desktop resolutions. I've played with 1420x880, 1432x895, 1432x910, 1435x895, and 1435x910. The issue is even with the right desktop resolution, I might be wasting my time if I'm not using the right software settings.

I want someone to walk me through all this from from start to finish...
1.) What resolution do I specify for setup-widescreen.exe?
2.) What resolution should my DESKTOP be?
3.) What resolution should my DirectX Windower be set to? I presume 0 height, 0 width. (Yes, I have "Cursor Clip" enabled.)
4.) What resolution should my ShiftWindow be set to? Should it be using coordinates or "Full Screen (Client Area)?"

If you prefer not to provide instructions on a 1440x900 setup, tell me your settings on whatever desktop size you use and I'll conform to your environment.

I want a true full-screen game with 100% screen edges to work, period. Instead, every solution I try has an issue. I've never been so frustrated getting a game to work 100%. This might be one of the best games ever made, but from a technical stand-point, it's a piece of crap that hasn't aged well.

After playing with it some more, I got an idea... I'll change my desktop to solid black. Combined with the hidden taskbar and "full screen (client area)" mode, I now have this:

Best part is I managed to get all the outside edges of the screen to move with the mouse cursor except the bottom. Close enough, perhaps. If people can help me do better than the above screenshot, let me know.

Overall, I guess it's tolerable enough to play. If I had known I would have to go through all this mess though, I wouldn't have played the game in the first place, but I've heard how it's one of the best games in the world (literally?) so I was tempted.
