I noticed that Improved Balthazar requires Ascension ... after I installed it and saw the readme.
It would be nice if you could add a note stating this before the individual component setup.

It doesn't. The readme is not really accurate, it should say: "It must be installed after Acension IF that mod is installed. It should work with or without Ascension.

* Works fine without Ascension, but if *
* Ascension is indeed present, then this *
* component must be installed after it. *
...from the general readme
tsk tsk, our testers are way too lazy...

You are correct that I missed (didn't read) that section of the general readme ... what I *did* read was the Revised_Balthazar.txt readme:
Which made me believe that Ascension was required. In this doc there is no mention that Ascension is optional.
Silly me for thinking that if the component had a seperate readme that all the pertanent info would be in *it*.
This component aims to make him and his pupils more tactical and harder to beat. The files contained in this package are highly relying on David Gaider's Balthazar modifications for Ascension, and should be installed AFTER that mod.
