Graphics anomaly: Dark dots on landscape

I just did a fresh re-install of Oblivion and the mods I've used before. Except this time, I installed Bethesda's 1.2 patch, and installed the newest versions of Fran and MMM. Now I see dark spots on the landscape (see image) about midway out on the horizon. It disappears when I get close.

Anyone have any idea what might be causing this? I never saw this from my previous installs. I have the same landscape mods as before: Landscape LOD Texture Replacement 1.1b, Landscape LOD Texture Replacement Border regions 1.1b, Landscape LOD NormalMap Fix 1.0, and Better grass texture without tiling 1.0. Also, I tried uninstalling those mods and still the spots are there.

Notice: I decided to "centralize" the comparison shots I made. This way, it makes it a lot easier to edit and update. The new location is here. The newer version has better shots and more precise position and angles between mods which makes for better comparison.
