And no, I didn't install Yacomo's worldmap.
BTW, I don't need to access the world map to visit  Garroton.

I visited  Restenford second time, since I got the documents from the first visit.  All I need is keep talking to Pellatar--15000exp and back to Sword Coast.

So normally, what avoids me from visit Garroton?  I went visit through the big bridge, passed the next area and exit from the gate (a guard is next to it, and he talked about one hanging guy).  There is a pillar says something like South to Garroton.  I went south then reached Garroton.

I have a question though.

The first time I teleported to Restenford, I was wandering around, killed some bandits and reported  to Pelltar.  And he told me about robbery at warehouses.  I went to the west and west again(pass through another area).  End up in a town (now I know it is called  Garroton).  At the Inn, someone told me the Baron is dead!  According to  the my reply dialog, I already knew this assassination.  So I went back to Restenford immediatey but found out the Baron is not dead.   Later I read the Readme and learn that this is supposed to happen on the second visit of Restenford.

? No more game files/data files separation in v1.9?
