For me easy: I think Minsc, Alora, Jaheira and Edwin. Medium (I mean, I need to think about this.) - Viconia, Imoen and Xan. Hard - Well, I think Dynaheir. And super hard - Perhaps, Eldoth and Skie. And Korgan. And that's because I never take them with my party, and I don't write about them much. Only, side points, game quotes and etc.

I don't know how much my opinion is worth, being that I never published any other mod but Moddie the one-day NPC. She had some banters, but those were more like jokes. 
If I say writing an NPC is easy for me, it doesn't necessarily mean that I hit that NPC's personality right, does it? Here they are anyway, my experiences for writing SoA NPCs.
"Easy": Yoshimo, Haer'Dalis, Edwin (except for his brainiac language sometimes), Jan (except for the lack of boring example ideas sometimes), Anomen (though it is hard to not make him an idiot
), Korgan (har!)
Medium: Nalia, Aerie, Minsc (?), Viconia
Hard: Keldorn (maybe because a paladin wouldn't tolerate Fiars in the party in the first place, don't know yet), Imoen, Jaheira, Cernd, Mazzy x.x , Valygar - but that may just be temporary, cause he refuses to talk to Fiars much - maybe I could do him if the bantering person was someone else.
