For some reason my Assassin/fighter dual cant wear this item. (I can use rogue cowl and shadowed boots, both items which are thieves only).

Bug, I guess. It's set to be unusable by Fighter/Thieves. Will fix in the next maintenance release.
You can fix it yourself by finding the item rr#vclk with e.g. NI, switching to the edit tab, finding where it says "Unusable by", unchecking Fighter/Thieves and saving the file.
