I am the admin and site owner of the Kerzenburg (Candlekeep) Forum.

The "list of links", as we call it, was progammed by my Co-Admin Durandil and was filled and is updated with content by the community.
If I can offer any help to your proposition, let me know.

To be honest, I do protect my forum indeed on my own as well.

We use a vBulletin plugin using the Stop Forum Spam database.
But I am sure that this plugin only blocks well known spammers, email adresses for forum registration, and single IP adresses, but not whole ISPs.

I came to know about this issue.
Unfortunately, I am not sure if I can do anything about it.
If an ISP decides to block another ISP due to spam activities, they won't be willing to discuss the matter, I'm afraid.
And honestly speaking, I can understand this attitude: Why open a firewall for the interest of few users and simultaneosely accept enabling spam activities against many?

I am not able to object against the blocking at my ISP.
More effective might be if you object to your ISP to manage spam activities from his IP range. Appeal to its bad reputation as an ISP who tolerates spam activities.
If your ISP reacts, its reputation might increase, and other ISPs might open their firewalls again.
