Offensive Spin is bugged with your mod. It gives 1 additional attack, but doesn't give THAC0 bonus. I installed a fix from baldurdash, and now it's fine.

And since aVENGER is long gone, this bug-report is virtually useless.

I wonder what is TG not willing to revise/improve...And since aVENGER is long gone, this bug-report is virtually useless.

Actually, Rogue Rebalancing has never changed the Balde's Offensive Spin ability, in any version. This is an original BG2 bug and is handled by the BG2 Fixpack.
