Though I still don't know why.
So that's what I have done:
1.I've installed my czech version of BGII - it differs from english in two things - first is that it already has ToB with patch 2.5.26498 installed and the second is that it has czech dialog.tlk (but that doesn't matter because I replace it with a new one).
2.Then I've replaced my ToB version of BGMain.exe with the one from SoA english patch.
3.I've emptied the override folder (don't works without this step)
4.And then I've exactly followed the instructions
I haven't got far yet but the mod seems to work.

Speaking of modding, I listened to IER 3 yesterday, so you can have another quote for your signature: how come you sound so damn cool, as well as look it? It's unfair. Seriously.

Let me see now...I created the mod with a clean SoA install of the game. I send the mod to a group of people and the only one who getīs it to work is the guy who installs it on ToB...
Life is.
It shouldnīt require any ToB resources...Or wait a minute...When I was trying to make the mod compatible with ToB I accidentally screw up things with the ToB install and somehow although all the files were gone my computer still claims I have ToB installed and I canīt get it away. This shouldnīt have anything to do with the mod files but...I donīt know.

Step 3 that Wiskas did can't be too good. RoT may work if the override folder is empty before RoT is installed, but deleting the override folder completely at any point of the installation process doesn't sound kosher. It may screw up the game later.

1. Installed SoA and added the latest English SoA Patch, then installed RoT as per the instructions. Still, nothing, game froze after character creation.
2. Installed SoA + ToB and the latest English ToB Patch, then RoT. Again, nada, game froze after character creation.
For both options, I even tried erasing all the files in the Override folder prior to installing RoT. It didn't seem to do any good.
I did not try installing ToB then copying over the Patched SoA BGMain.exe because, well, you can't use the SoA Patch when ToB is installed. Therefore, how can one extract BGMain.exe from the SoA Patch without installing the patch?

Although, this will hardly solve the long-term problem of installing the mod on everyone's PC flawlessly. I highly doubt people will install ToB, then download the SoA Patch, then run Iscab to extract BGMain.exe from the SoA patch, then place BGMain.exe in the BG2 directory. Mind you, all of this needs to be done prior to installing RoT. Oh, and let's not forget erasing all the files in the Override folder first, which I still think will be detrimental in some way down the road.
I guarantee people will be confused immediately after installing ToB.

And while you're right that most people will have troubles with installing, I think our primary problem is to figure out why is it working on my computer and no one else's.
To make the installation process easier we can use a free installer such as NSIS.

create a text file named bg.txt
run a command line and enter your BGII - RoT directory
run command "dir /S >> **path to bg.txt file**
and email this file to me so I can see if my version is different

I have in my \data folder file CDCreAni.bif while you don't, but this isn't the problem because it is in \data folder of every CD and game will start even if I remove it
Your \override folder has 934 075 060 bytes and 2942 files, while my has only 912 336 170 bytes and 2307 files. RoT didn't work for me until l emptied it before the installation.
Maybe you should also send me your copy of [alias] part of baldur.ini
