Well, I've already made myself a cpl of the NPCs I'd like to see (although just in-game, not as mods). My favorite is Evil-Dead Ash. I think others have made sound sets & portraits for him before, but none of them quite suited me so I made a set of portraits & tweaked some clips to make a new sound set for him.
Sir-Kill even made me a shotgun which I never quite figured out how to use & was too embarrassed to admit it to him after all his work on it. But, my Ash turned out to be a pretty decent Swashbuckler & comes in very handy. I end up playing him a lot.
These are his stats:
Str -- 16
Dex -- 14
Const. -- 17
Int. -- 10
Wisdom -- 11
Charisma -- 11
I played around with the idea of writing some dialogs & seeing if I could get some tutoring in order to make an Ash mod, but the desire never got past the idea stage. I guess I just don't have the motivation for it.

Yngwie Malmsteen. He'd have a special attack of "Mind-numbing guitar solo" - the enemy has to roll save vs. death with a penalty of 4, or commit suicide. Those that succeed the save, will fall asleep instead, as per the sleep spell (except that elves are not immune).
Master W. Chaotic Evil, with an INT score of 7. Special attack would be "Gulf Wars II" - does 4d8 damage to the enemy, kills all bystanders classed as Innocent and removes 1d6x10 gold from your party.

Jar Jar Binks?
I'd like to see joinable NPCs of Viekang (Teleporting Bhaal Child), Delainy (Werewolf historian on TotSC) and practically everyone in Spellhold (shame they all die...).
I'd have liked Xan to be one of the NPC's on BG2, I was really disappointed that he was on the Tutorial but not the game itself. Renal was just plain cool, and Neb might of been an interesting companion for an Evil aligned party.
