Who IS Radeel?

Does the character named Radeel have any useful function in BG2? He is the man at the north-east corner of the Waukeen's Promenade map. All I ever from him is a request for advice on how to leave the city and get home to Calisham. Does he have any other interaction? If so, with what types of characetrs?
I did battle with monsters, and they became me, and when I gazed into the abyss, the abyss looked away shyly.

He is like that guy in the Copper Coronet (forgotten the name, haven't played recently enough then) who flirts with everyone, and the Belmin person, the elf-hater.

Thanks for the information. Radeel has been bugging me for two years. I keep hoping he'll respond to someone like a chaotic evil halfling cleric by offering him a +5 mace or something. Oh, well.

Yes that's correct - he has an exchange with Minsc but that's it.

He might have had content cut - there's quite a few in the Promenade who've had their quests cut before release.

Radeel is the guy found at north corner of the promenade. He serves no real purpose in the game. I think he is just comical relief. His conversation with Minsc is amusing.
