There is several custom sites that will offer the tools you are after, namely
1) Team BG
2) Forgotten wars
There are two tools that are of interest for you. If you are a newbie, try IEEP from the TBG site.
Once you feel comfortable. try DLTCEP

Speaking of modding, I listened to IER 3 yesterday, so you can have another quote for your signature: how come you sound so damn cool, as well as look it? It's unfair. Seriously.
