I think it is the killer from the 1st assasination attempt in the Priest quarters.
Checked with my megainstall - the guards do not move, I confirm the issue.

Maybe guardians are plotting against CHARNAME with SAREVOK and that's why they don't react? :) Perhaps it's idea for Candlekeep minimod? :P

Yup.
It's because enemies in BG1 couldn't follow PC to other areas.
