After the grey clan quest, it seems the friendly arm inn is now blank and i can't find my NPC's, are they lost to oblivion?

Yes.
You could try to CLUA them in, but otherwise they're lost for good.

Argh..... what is CLUA??
im having bad luck with missing things due to end of game circumstances gah..
they could of chose a better place to send the NPC's heh

It's short for CLUAConsole, it allows in game cheats. Check this topic:

If you already beat the GC quest, I think you're good to go to finish the game with your current party.
