It did that already, as technically even thought the kickstarter now says it to be 3.95 mils, it's actually 4.15 mils as Brian Fargo has put 100,000 and Steve Dengler put the same amount as the kickstarter pot went so well.

The Brian Fargo and Steve Dengler contributions are definitely not going to be included in the tally.  The paypal amounts count towards the total tally and stretch goals though.   Kickstarter amount just went past 4.057 mil. and paypal is around 130 thousand ish (I think).  4.25 is doable but 4.5 mil might be pushing it now with only 2 hours to go.

The KS campaign has ended - the total amount of pledges on KS alone is 4,188,927$! With PayPal Torment raised over 4.25 million, hitting another stretch goal. PayPal pledging is still open and will probably remain open for some time yet, so the 4.5 million stretch goal is still within reach. Worth pointing out separately:

Many backers have asked about the “Stronghold” that was at the $4.5M Stretch Goal, however. At your request and suggestion, what we’ll do is allow all PayPal contributions through the end of April to count toward determining whether or not we reached this goal. On Monday, we’ll tell you exactly how far we have left to go and through the end of the month we’ll provide more frequent updates on tumblr and Facebook about progress toward that $4.5M goal.
 
If we do make it by the end of April 30th, we’ll declare that final Stretch Goal achieved! In this case we would include the Stronghold, designing it to fit the flavor of Numenera and to fully support Torment’s themes and narrative.

PayPal pledges for Torment were at $211,352 a couple of days ago (Brian Fargo @Twitter), which puts Torment over 4.4 million USD - the last stretch goal is at 4.5 million. With Torment: Tides of Numenera PayPal still running until the end of the month, it's possible to still hit that final stretch goal by raising around 95k - if you feel like slacker backing Torment and helping inXile to reach all of its stretch goals, this is the place.
