A Surayah mod is in the works, I believe. But yeah, Moira is his sister.
I'm not such a fan of comedy, out of context characters in games like this. Spectator? Yes, he'd be good value, but random characters from movies, comics etc - no.
What would I like to see? Sarevok for the whole of SoA. With romance. (But that's just wishful thinking...)
More realistically, Reynald de Chatillon, the fallen paladin (though I would rather see him as a more pragmatic character than an "o noes! I threw away my life for a woman and I must redeem myself and return to the order of the Radiant Fart!" type of guy.

I'd rather not see him as the spurned and spiteful though. Ano's got that covered. And Pally's get enough flak without an ex- working them over. If he could see both the good and bad sides of it, that would be intriguing.

With the risk of sounding nuts, the entity I would like to see as an NPC would be....

Id like to see every npc from bg1 that did not make it into bg2 and has not been made into a mod yet 
To my understanding I dont think anyone has done anything with npcs such as Eldoth, Skie, Shar-Teel and a few others though I could be wrong...I just want loose ends tied up and I wanna know what happend to em!

I once planned a HUGE mod that replaced the regular Bioware character with these ones. For instance, Nalia's quest would still be playable, but she would not join the party at any point. Jaheira and Minsc would be dead, like Khalid and Dynaheir. Imoen would have been the only joinable character from the old crew. This would of course be optional at installation - if not installed, the old characters just wouldn't interact with the new ones. That is at least until I started to, one by one, write content for the old lot. They would all interact like the Bioware cast, but hopefully a lot, lot more often. I started writing banters, got some interjections completed, attempted to code a few join-party dialogues, and completely and utterly failed. I occasionally think about writing some more, asking for helpers (both writers AND coders), but I know longer feel it is possible. Still, it would have been cool ...

Throw out a classified! I would have helped code, because as more than a few can say, my writing isn't amazing. More of a 'drop by and add a new dialogue or two to the pile' coder than someone who would work on it all the time.
