Effect's probability (eff/itm/spl)

Said probability can be set within a range of 0-100, which yields 101. Does 0 count towards the total amount or not? In other words, is 0-1 the same as 1-1, and will omitting the zero entirely result in no action, should the engine actually roll it?

I'm making an algorithm that calculates the possibility of an effect to occur and then distributes the percentage accordingly. My problem is that I don't know what to do about zero.

For a reason, obvious more or less, it's not particularily easy to test it in game.

Effective range is 0-99 (zero counts, 100 doesn't). Tested the crap out of it and Taimon verified it in the engine - it's documented on G3 though that doesn't help us much if it's down.
