Im not far into the game. i have done a few quests. Im heading down to naskel soon. My rep is now 7? Ive not been killing innocent people. I have imoen montaron and xzar jaheria and khalid in my party. Only thing i have been doing is stealing alot of stuff. I have not been caught doing it though? My rep was at 11 at the start of the game.
My rep has shot down.

Um well obviously you did get "caught" and didn't notice it (left town before the guards arrived or something). Or something like that. If you're really concerned about it, steal some money then donate it to a temple

I thought getting noticed "Someone heard you!" didn't affect anything as long as you got out of Dodge the private residence before the Sheriff townguard arrived?

I dunno, but it is actually also fairly easy to whack an "innocent" and not even realise it (and not even care 
). Like getting caught in a spell blast or something. Coincidentally, this would also bring one's rep from 11 to 7 in one go (-4 penalty). Even just "injuring" an innocent is a -1 penalty, like stealing.

You killed Marl.
While belligerent, he's just a drunken civilian (and hence flagged as "innocent"), so when you took him down it's -4 to rep.
