In pnp D&D, you'd get more spells at a higher level (Ranger + Cleric), but you would never have access to Druid spells over level 3.
Oh, squiggly line in my eye fluid. I see you lurking there on the periphery of my vision. But when I try to look at you, you scurry away. Are you shy, squiggly line? Why only when I ignore you, do you return to the center of my eye? Oh, squiggly line, it's alright, you are forgiven.

That doesn't matter, as Baldur's Gates use 2e AD&D rules. So it's not a bug.It's a bug. You should not be able to pick Druid spells with your Cleric slots. In pnp D&D,

A C/R in AD&D 2e should not be picking up druid spells until he gets them through his Ranger class. And those max out at level 3 IIRC.
Basically, a C/R should cast Druid spells just as well as Minsc does, and that's it.
