Because if it's for one, I assumed I was covered by TOTSC. If not, do I have to reinstall WeiDU?

And you don't "install" WeiDU, you install WeiDU mods, and if you've done that, you'll need to uninstall them (or better, do full/custom game installs from scratch) as you'll need to apply the patches to an unmodded game.

You can easily check your version by right clicking BGMain.exe (BG2 directory), going to Properties, and having a look at the number in the Private Build Description field.It depends on your game version, which could be anything. You'll have to look at the readme in your game folder, then go on bioware.com to see what the latest version should be. For example, I have BG1 and TotSC on recently-issued DVDs, but I still needed the TotSC patch and the DirectX patch to get it to the latest version. After which, there should be separate readmes for the patch in your game folder.
