I requested this a while ago, but I was wondering if any1 is able to make a mod that decreases the amount of gold is given for selling items and the amount is increased for buying equipment to make the game much harder? Like the hard times mod? And compatible with the increased difficulty mod.

There are components like that in Aurora's Shoes (change store buying/selling prices) from GeN1e/Ardanis's Store Prices minimod. It hasn't been adapted to EE yet but IIRC *those components* should install on EE as they don't have any special requirements (unlike the main component). Though we might need to tweak an installation variable or two to get it to recognize BGEE files.
